Bengaluru, 6 Oct

A case has been registered against a Booth Level Agent for allegedly submitting 136 Form-7 applications containing forged signatures to seek deletion of voters' names from the electoral rolls in the Subedar Palya area of the city, police said on Tuesday.

The case was registered on 5 October following a complaint by Congress leader Anoop Iyengar against BLA-2 Deepak Singh, alleging that Singh was affiliated with the BJP, they said.

However, the FIR did not mention which party Singh belonged to.

Iyengar contested the 2023 Karnataka Assembly polls from AC No. 157, Malleshwaram.

According to the FIR, during the SIR process in Ward No. 45 of his Assembly constituency, Iyengar stated that he came to know that BLA-2 Singh had allegedly submitted false records in Form-7, stating that voters residing in the constituency were either absent or had permanently shifted from their residences.

"It was found that 136 Form-7 applications pertaining to polling station No. 68 in Subedar Palya, Ward No. 45, had been submitted seeking deletion of the names of voters from the electoral rolls on the grounds that they were absent. The Form-7 applications were allegedly submitted by BLA-2 Singh of Subedar Palya Ward," it said.

The complainant also claimed that significant discrepancies were found between the signatures appearing on these application forms and those of the original applicants.

The complaint further stated that BLA-2 Singh and his associates, with the intention of depriving lawful voters of their right to remain on the electoral rolls, had allegedly conspired to identify voters, collect or prepare Form-7 applications, process them and submit a substantial number of such applications in bulk, allegedly targeting polling stations of a particular community.

The complainant further alleged that discrepancies were found upon comparison of several forms submitted by BLA-2 and that there was a possibility that the signatures had been forged.

"It was alleged that the accused, being a public servant, had provided false information with the intention of causing harm to another person, created forged documents and entered into a conspiracy with the intention of committing fraud," the FIR said.

Based on the complaint, a case was registered at Yashwanthpura police station under Sections 319(2) (cheating by personation), 336(2) (forgery), 340(2) (forged document or electronic record and using it as genuine), 61(2)(b) (criminal conspiracy) and 217(b) (false information, with intent to cause a public servant to use his lawful power to the injury of another person) of the Bharatiya Nyaya Sanhita, police said, adding that the matter is being looked into.
